quando eu estava tentando atualizar o Ubuntu 16.04 eu recebi este erro:

Descobri que existe um arquivo /usr/bin/apt.py relacionado ao ros (pacote de robótica) que causa esse problema. talvez o apt.py esteja selecionado para ser executado em vez do arquivo apt . Acabei de renomear o arquivo apt.py e o problema está resolvido agora!

cd /usr/bin
sudo mv apt.py apt-archive.py
