A solução é simples:
sudo apt-get -f remove libpcap-dev libpcap0.8 libpcap0.8-dev libpcap0.8-dev:i386 libpcap0.8:i386
Então, por que isso acontece? Você tem duas versões do pacote libpcap0.8, uma para o amd64 e outra para o i386, que devem ser conflitantes, mas eu acho que você usou um PPA antes de instalar esses pacotes e eles não tinham os campos Conflicts apropriados.
se você tiver o i386 instalado e o amd64 como eu fiz, do ppa. o que eu fiz foi remover manualmente o arquivo

sudo rm libpcap0.8:i386
