Por que 'apropos url' output 'url (7)' mas não consigo usar o comando url

Eu quero um codificador de URL. Então eu apropos ed no terminal e recebi seguindo

$ apropos url

Mas quando digito url , ele gera:

Quando apropos url retornar algo como url(1) , você poderá usar url como linha de comando. Até lá, url(7) se referirá a um pacote macro ou a uma convenção (miscelânea).
