Não consigo instalar nada usando o sudo apt-get install

Eu não consigo instalar nada usando o sudo apt-get install

Por exemplo, quando tento instalar o libnlopt-dev, ele apresenta o seguinte erro:

$ sudo apt-get install libnlopt-dev

Quando tento dist-upgrade, recebo o seguinte erro:

$ sudo apt-get dist-upgrade

E também sudo dpkg --configure -a apresenta o seguinte erro:

Parece que há um problema com o apport.
Por favor, mude seus servidores de download e tente reinstalar o apport.

sudo apt install --reinstall apport

Para alterar o servidor de download, pesquise por favor em traço 'Software & amp; Atualizações 'e abri-lo. Na primeira aba, na seção 'Baixar de', por favor, selecione o servidor principal, se outro estiver selecionado.
