Não é possível obter usuários SFTP simultâneos para efetuar login

Eu tenho um SFTP Ubuntu Server 16.04 na DMZ, se um usuário efetuar login via WINSCP, outro usuário não conseguirá efetuar login.

Posso postar mais informações, se necessário, mas não sei por onde começar, acho que isso é algo que pode ter sido feito no nível do usuário ou do grupo, mas não sei onde fazer as alterações apropriadas.

EDIT- Ao tentar se conectar com o WINSCP eu só posso conectar com 1 usuário de cada vez, não consigo me conectar com vários usuários, eu adicionei o maxstartup 500 ao sshd _config. Eu reiniciei o serviço e o problema ainda existe Qualquer ajuda seria muito apreciada, Obrigado

o homem sshd_config especifica dois parâmetros relevantes: MaxSessions e MaxStartups
