Parece ser um problema na ACPI. Do rastreador de bugs do Kernel do Ubuntu:

Adicionar acpi=off à linha de comando do kernel corrige o problema.
Atualizei recentemente o kernel HW no Lubuntu 16.04.03, que instala o 4.13.0-26. Agora, após a reinicialização, ele mostra "Carregando o ramdisk inicial ...." e reinicia imediatamente.
Eu removi quiet e splash e tentei adicionar nomodeset , debug e earlyprintk=vga (separadamente e juntos). Ao contrário de vários outros casos que encontrei on-line, o meu não congelar neste momento, mas faz um reinício. Eu posso inicializar com sucesso com 4.10.0-42.
Eu também tentei reinstalar o kernel com sudo apt install --reinstall linux-image-generic-hwe-16.04 e nenhuma alteração.
Não sei como obter mais informações para determinar a causa raiz da falha de inicialização. Eu estou executando uma instalação baunilha sem drivers especiais em um Dell Optiplex 960. Não EFI, mas boot BIOS.
