Eu encontrei esse problema ao tentar instalar um pacote para Python3.6.1 do Pyenv. Veja a mensagem de erro abaixo:

If you see compilation error FIRST THING TO CHECK if pkg-config call was successful.
Install dependencies that pkg-config cannot find.
Assim, no Ubuntu 14.04, a versão Qt é 5.2.1, e o opengl ainda não QOpenGLWidget, na verdade QGLWidget, na última versão do Qt ele será renomeado. Você pode verificar:
dpkg -L libqt5opengl5-dev
E veja a lista de arquivos instalados. Então navegue pelos arquivos de cabeçalho e você verá o que é o seguinte:)
