Eu estava recebendo um erro semelhante, no meu caso, alguns cabeçalhos LSB estavam faltando em um determinado script runlcactivator em etc/init.d .
Eu tentei remover esse script completamente de etc/init.d e o problema foi resolvido.
Eu tentei instalar o pacote numpy para python usando o comando -
sudo apt-get install python-numpy
