Systemd ignorando módulos do kernel em modules-load.d

Não é possível fazer com que um sistema 16.04 atualizado carregue os seguintes 3 módulos na inicialização, trabalhos de carregamento manual, sem problemas no 14.04:

root@toto:/etc/modprobe.d# cat /etc/modules-load.d/watchdog.conf 
# Hardware watchdog driver modules loading
i2c-i801
i2c-smbus
iTCO-wdt

Pensei que poderia vir da lista negra, então eu comentei as linhas:

root@toto:/etc/modprobe.d# grep -R i2c
blacklist.conf:# blacklist i2c_i801
root@toto:/etc/modprobe.d# grep -R iTCO
blacklist-watchdog.conf:# blacklist iTCO_wdt
watchdog.conf:options iTCO-wdt heartbeat=10 nowayout=0

Mas não tem mais sorte, está me enlouquecendo!

Logs parece estranho:
