Eu configurei um servidor Ubuntu 16.04 usando o meu PC antigo. Tudo está bem se a placa gráfica estiver instalada (mesmo sem monitor). Eu posso SSH ou pingar da LAN. Se eu remover a placa gráfica, o servidor ficará inacessível. O SSH receberá um erro de tempo limite de operação. Ping receberá um erro "host is down".
Posso confirmar que o BIOS não está impedindo o Ubuntu de inicializar pelo log:
