Como remover o aviso legal do MOTD / Banner para usuários não root

Problema:

O texto a seguir é mostrado para todos os usuários não raiz ao efetuar login via SSH:

The programs included with the Ubuntu system are free software;
the exact distribution terms for each program are described in the
individual files in /usr/share/doc/*/copyright.

Ubuntu comes with ABSOLUTELY NO WARRANTY, to the extent permitted by
applicable law.

Configuração:

• Meu /etc/ssh/sshd_config inclui:

PrintMotd no
PrintLastLog no

• PrintMotd no e PrintLastLog no são sobrepostos pelo PAM em /etc/pam.d/sshd

session optional pam_motd.so

session optional pam_lastlog.so never showfailed

• /var/run/motd é um link simbólico para /etc/motd :

/etc/motd -> /var/run/motd

• A pasta /etc/update-motd.d / está vazia!

Como posso desativar a exibição do aviso acima para usuários não-root?

• limpar / remover /etc/legal que contém a mensagem

• crie um arquivo ~/.cache/motd.legal-displayed
