Quando no modo de download. Tente usar fastboot devices e veja se isso reconhece seu dispositivo.

Você configurou as regras do Android corretamente na sua pasta do udev? No modo de download ou fastboot, o adb não reconhecerá seu dispositivo. Não é para isso. O Fastboot só poderá fazê-lo.
