14.04 resultado diferente dependendo do repositório apt regional

de repente apt-get update começou a falhar, enquanto investigava me deparei com um comportamento estranho:

eu pensei que o prefixo ( il ou us ) apenas indica qual cdn do repositório oficial do ubuntu usar. pode haver uma diferença entre os repositórios oficiais do ubuntu apt?

ATUALIZAÇÃO:

eu fui para o gerador de lista de fontes do ubuntu para regenerar a lista de fontes do ubuntu (sem 'restrito'), a fim de verificar se o URLs estão corretos - como mostrado abaixo, a única coisa que difere é o sufixo regional, que corresponde ao snippet acima.
