Por que eu tenho que definir usePAM como 'no' para gerenciar uma conexão ssh?

Eu tenho um usuário do sistema chamado user1 (o principal). Eu tentei definir uma conexão ssh entre um usuário chamado foreignuser e o principal ( user1 ). Para isso, geramos algumas chaves com ssh-keygen . Eu adicionei a chave pública de foreignuser ao arquivo .ssh / authorized_keys do usuário user1 . Eu verifiquei as permissões do arquivo .ssh (700) e .ssh / authorized_keys (600). Está tudo bem. Eu posso conectar como user1 de foreignuser .

Agora, adicionei um novo usuário chamado user2 (estou usando o Kubuntu). Eu repeti exatamente os mesmos passos. Mas desta vez, quando tento me conectar como user2 de foreignuser , recebo isso:

Connection closed by 192.168.0.201

Mas, se eu for para o arquivo /etc/ssh/sshd_config e alternar a linha usePAM yes para usePAM no , salvar e reiniciar o serviço ssh, posso conectar como usuário2 de foreignuser .

O que poderia estar acontecendo? Se usePAM estiver definido como yes e eu tentar conectar via ssh com -vvv , obtenho o seguinte:
