Você deve fazer isso:

A partir de uma nova instalação do 14.04, eu tive que instalar os pacotes python-dev, libffi-dev, libssl-dev, libxml2-dev e libxslt1-dev. Depois que eles foram instalados, pip install scrapy funcionou bem.
sudo apt-get install python-dev libffi-dev libssl-dev libxml2-dev libxslt1-dev
pip install scrapy
Eu instalei o scrapy usando os seguintes comandos:
sudo apt-get install python-dev libffi-dev libssl-dev libxml2-dev libxslt1-dev
sudo apt-get install python-scrapy
verifique a versão do scrapy por
scrapy -V
