Eu tenho o mesmo dispositivo e o mesmo problema.

Posso dizer que meu disco externo USB3 de 2 TB WD Passport 2.5 funciona bem a esse respeito - dorme quando não está em uso e quando o computador dorme. Portanto, parece ser um problema de driver ou chipset.

Você pode tentar inicializar um live CD (ou imagem USB) do Ubuntu 14.04 alpha / beta e testar se ele funciona lá? Eu tentei usar o meu caso, e não houve mudança.
