Primeiro uma pergunta: Existe uma razão pela qual você está tentando instalar o VLC de seu PPA diário?
Por que não simplesmente remover ou desabilitar esse PPA, usar o Ubuntu Software Center e procurar por vlc e instalá-lo? Você receberá a compilação mais recente suportada.
Se você precisa usar o ppa diário, precisa cavar nas duas dependências não atendidas para entender de onde obtê-las, pois elas não estão prontamente disponíveis para você por qualquer motivo.
PPA são repositórios privados.
Neste caso, pode requerer software disponível no Ubuntu 12. 10
Então, não use esse PPA (e talvez baixe binários genéricos) ou atualize para o Ubuntu 12.10.
