quando tento atualizar ou instalar novos pacotes, aparece uma mensagem dizendo que o catálogo de pacotes precisa ser consertado, clico em reparar e, além disso, ele não consegue reparar.

Verifique se você tem espaço livre suficiente em / boot. No meu caso, livrei-me da mesma mensagem de erro, limpando as imagens antigas do kernel através do Gerenciador de Pacotes Synaptic.
