Não há outro Skype trabalhando no Ubuntu. Onde obter o Skype para 13.10 - 64 bits?

Você está no caminho certo. dpkg está apenas reclamando sobre uma dependência ausente. Isso é fácil de consertar, no entanto.

Depois de instalar o Skype usando

sudo dpkg -i  skype-ubuntu-precise_4.2.0.11-1_i386.deb

diz ao seu sistema para instalar as dependências ausentes usando

sudo apt-get install -f

Isso deve instalar o pacote libasound2:i386 e configurar seu Skype.

Tente corrigir dependências quebradas com a próxima atualização de sudo apt-get -f install com sudo apt-get update e tente o comando dpkg novamente
