Outra questão que não está clara para mim é que no meio da mensagem diz "python já é a versão mais recente (2.7.11-2)." Eu tentei entender o que é o libgolang para instalá-lo manualmente, mas não encontrei nada relevante.

Por favor, não atualize já que você já tem python 3 pré-instalado no seu Ubuntu. Para verificar, faça o seguinte:
Python 3: python3 -V , Python 2: python -V . Estas são as instalações padrão do python que acompanham a instalação do Ubuntu.
