Eu reinstalei um novo download do GnuPG 1.0.27 na esperança de que eu tivesse corrompido o antigo com repetidas tentativas de instalação em um diretório diferente, mas recebi o mesmo erro.

É possível que eu tenha corrompido ksba.h em outro diretório?

Você provavelmente não tem libksba-dev instalado. Instale:

sudo apt-get install libksba-dev
