O ppa:gijzelaar/opencv2.3 não tem pacotes para 16.04 LTS (xenial).

A solução é remover o PPA problemático:

sudo add-apt-repository -r ppa:gijzelaar/opencv2.3
sudo rm /var/lib/apt/lists/ppa.launchpad.net_gijzelaar_opencv2.3*

Em seguida, execute sudo apt-get update e assim por diante.
