Tente executar sudo apt update . Versões antigas de pacotes tendem a ser removidas dos repositórios quando novas versões são colocadas, então você precisa baixar novamente a lista de versões atuais - é isso que o apt update faz.
O centro de software é apenas um programa gráfico que faz as mesmas coisas que os programas de linha de comando apt , por isso normalmente dá os mesmos erros.
