Eu não sou um desenvolvedor Ruby e estou achando muito difícil instalar Redmine (que é desenvolvido em Ruby) em um servidor Ububuntu 16.04.

Parece muito simples, mas estou achando muito difícil "garantir que o bundler GEM esteja instalado".
Não tenho certeza sobre o que exatamente é esse bundler GEM que precisa ser instalado. Pelo que entendi (corrija-me se estou fazendo afirmações erradas) um GEM é algo que empacota uma aplicação Ruby que pode ser executada (algo como um arquivo JAR em Java).
Então, o problema é que quando executo esta declaração no console do bash:
sudo gem update
Eu obtenho muitas mensagens de erro como esta:

Então, lendo o arquivo de log anterior, parece que o problema pode estar relacionado a:

Parece que um arquivo de cabeçalho C está faltando, mas eu realmente não sei por quê.
Por que eu tenho esse problema? o que estou perdendo? Como posso tentar corrigir esse problema?

Para corrigir esse erro, você precisa instalar a biblioteca zlib, por exemplo,
sudo apt-get install zlib1g-dev libxml2
Isso é provavelmente o que está bloqueando toda a instalação do SQLite.
