Encontrei o mesmo problema e encontrei a resposta aqui no StackOverflow
Uma nova instalação do sbt no Ubuntu 16 instala o Java 9, e há algo de engraçado com certificados entre o repositório de dependências do Java 9 e do sbt. Desinstale o Java 9 (que irá desinstalar o sbt), instale o Java 8 manualmente e, em seguida, instale o sbt novamente e ele não deverá fazê-lo. Melhores instruções no link.
Isso funcionou para mim:
sudo apt-get remove openjdk-9-*
sudo apt-get install openjdk-8-jdk
sudo apt-get install sbt
