Eu tentei excluir /var/cache/apt/archives/vsftpd_3.0.2-1ubuntu2.14.04.1_amd64.deb , mas ainda não funciona.

Resolva. Percebi que após sudo apt-get install vsftpd eu recebi esse erro no meu log
dpkg-deb (subprocess): decompressing archive member: lzma error: Cannot allocate memory
Isso significa que devo liberar alguma RAM. Então eu matei outro processo e tudo funciona agora.
