Não é possível atualizar o Ubuntu 12.04: Conexão recusada [duplicada]

Não consigo atualizar minha versão atual do Ubuntu. Aqui está a saída do sudo apt-get update:

Meu diretório /etc/apt/sources.list.d/ é empy. Existe de qualquer maneira eu posso atualizar o Ubuntu sem passar pela instalação do CD

Crie o arquivo: /etc/apt/apt.conf

Digite a seguinte linha:

 acquire::http::proxy "http://username:password@proxy:8080";
