Estou com o mesmo problema. Como eu paro o downgrade contínuo do APT?
Cada vez que eu sudo apt update a saída é:

Existe algo que eu posso fazer para remover os dois pacotes que continuam a aparecer como "a serem rebaixados"?

Isso pode acontecer com pacotes instalados que têm exatamente a mesma versão disponível em várias fontes do apt. O apt não rastreia de qual fonte você instalou um pacote, e dependendo da ordem de suas fontes do apt, ele pode levar a esse comportamento estranho.
