Localidade desconhecida UTF-8 ao instalar o servidor MsSQL no Ubuntu

Estou tentando instalar Ms SQL Server em ubuntu 17.10 , eu executo comandos passo a passo:

wget -qO- https://packages.microsoft.com/keys/microsoft.asc | sudo apt-key add -

sudo add-apt-repository "$(wget -qO- https://packages.microsoft.com/config/ubuntu/16.04/mssql-server-2017.list)"

sudo apt-get update

sudo apt-get install -y mssql-server

e quando executo o comando de configuração:

sudo /opt/mssql/bin/mssql-conf setup

Eu recebo o seguinte erro:

Como solução alternativa, sugiro abrir o arquivo ~/.profile para edição e adicionar a linha:

unset LC_CTYPE

Isso deve compensar o problema.
