Eu instalei um servidor xen (ubuntu Xenial). Eu criei vários convidados diferentes no xen-host, mas o apt-get update (ou qualquer operação com apt-get ) nos convidados falha. Eu posso pingar qualquer site de dentro dos convidados, por isso não é um problema de rede. Eu não tenho nenhum firewall instalado (especialmente o ufw). O xen-tools.conf que eu usei para criar as VMs host tem a seguinte opção definida.
