Isso parece ter funcionado:
UPDATE mysql.user SET authentication_string=PASSWORD('MyNewPass') WHERE User='debian-sys-maint' AND Host='localhost';
flush privileges;
Se eu pudesse definir a senha para o debian-sys-maint, eu poderia instalar o pacote phpmyadmin, e seria ótimo! Mas com o mySQL 5.7 e algumas configurações locais aleatórias, não é tão fácil definir senhas, porque não é óbvio com qual módulo de autenticação devo falar. Eu tentei:
mysql> alter user 'debian-sys-maint'@'localhost' identified with mysql_native_password as 'MyNewPass';
ERROR 1396 (HY000): Operation ALTER USER failed for 'debian-sys-maint'@'localhost'
mysql> alter user 'debian-sys-maint'@'localhost' identified with mysql_native_password as 'MyNewPass';
ERROR 1396 (HY000): Operation ALTER USER failed for 'debian-sys-maint'@'localhost'
mysql> flush privileges;

Como posso definir a senha?
Isso parece ter funcionado:
