Eu estava tentando executar um bloco de anotações Jupyter e surgiu esse problema:

Acontece que não consigo importar o zmq devido ao mesmo problema. Eu até construí o zmq e faço do zero sem erros e ainda recebo o mesmo erro:

O problema não está totalmente resolvido, mas pelo menos esse erro foi corrigido. Pyzmq basicamente instalado:
