no seu arquivo /etc/apt/apt.conf . Apenas remova essa linha. Deve funcionar.
Estou tentando executar o comando sudo apt-get update no Ubuntu 14. Ele está tentando se conectar a 10.8.0.1 e falhando.
npm install também está falhando pelo mesmo motivo. Descobri que 10.8.0.1 está associado a openvpn . Eu instalei openvpn neste sistema.
