Eu tenho um outro PC, quase idêntico, com o mesmo software Ubuntu. O problema com essas falhas de atualização no segundo PC foi resolvido com o simples clique em algum controle no Update Manager. Provavelmente perdi a oportunidade com o PC descrito acima e não sei como consertá-lo. Obrigado!

Você verá 5 caixas de seleção marcando-as todas e alterando o servidor para o mais próximo de você, aplicando as opções e fechando a janela.
Depois vá para o seu terminal e
sudo apt-get update && upgrade
atualizará seu sistema
