Meu palpite seria que isso está relacionado ao WiFi. Tente desligar o WiFi antes de desligar e ver como isso funciona para você.
Instalei um novo Ubuntu 17.10 e demora muito tempo para desligar. Estamos falando de 10 minutos.

Depois que mudei o driver da grapich para a Nvidia, consegui obter mais resultados do desligamento: O desligamento da rede e do suplicante do WPA levou 5 minutos

Por alguma razão, seu /swapfile
criptografado não está sendo configurado corretamente e, como tal, você não está usando swap.
O problema principal parece estar no seu arquivo /etc/crypttab
.
Edite este arquivo com ...
sudo -H gedit /etc/crypttab
altere isto:
cryptswap1 /target/swapfile /dev/urandom swap,offset=1024,cipher=aes-xts-plain64
para isso:
cryptswap1 /swapfile /dev/urandom swap,offset=1024,cipher=aes-xts-plain64
Então ...
sudo swapon -a # enable swap
free -h # review memory and swap usage
swapon -s # review swap summary
Nota: gparted
não será iniciado para você porque você provavelmente está usando 17.10 gnome no wayland. Melhor sair, e na tela de login, clique na roda dentada e selecione gnome on xorg
e agora gparted
(e outros aplicativos) será executado corretamente.
Eu tive o mesmo problema no meu Dell Latitude E6540. Eu resolvi por acaso, depois de instalar o software para ler o cartão SD com formato ex-gordura.
Eu corri isto:
sudo apt install exfat-fuse exfat-utils
E um tempo muito longo para encerrar o problema foi decepcionado.
Eu não sei porque, mas funcionou.
desabilite o cryptswap. é um exagero na maioria dos casos e você deve tentar não usar o swap para começar.
depois disso, reporte-se para que possamos procurar outros erros, já que a maioria agora é sobre isso.
outros culpados são comumente conexões de rede esperando para fechar / timeout.
