Tente reinstalar libc6-dbg:amd64 executando o comando abaixo,

sudo apt-get install --reinstall libc6-dbg:amd64

Em seguida, execute o comando upgrade,

sudo apt-get upgrade

Tente estas duas opções:

sudo apt-get check
sudo build-dep
sudo apt-get update

ou exclua esse pacote e execute o comando update novamente:

sudo apt-get purge libc6-dbg:amd64
sudo apt-get update
