A melhor maneira de instalar pacotes no Ubuntu é:

sudo apt-get install [package name]

Para instalar o pacote de vinho:

sudo add-apt-repository ppa:ubuntu-wine/ppa -y
sudo apt-get update
sudo apt-get install wine
