O pacote network-manager-openvpn-gnome está no repositório Universo do Ubuntu.

Habilite este repositório primeiro.

Em seguida, instale usando

sudo apt-get install network-manager-openvpn-gnome

Sugestão extra, não seja root. Use sudo sempre que possível.
