Em /etc/host.conf linha 3 você tem uma linha com conteúdo ilegal. Você provavelmente editou o arquivo em algum momento. Reverta a edição, marcando a linha como um comentário, inserindo um # como primeiro caractere na linha 3.

Após a instalação do 17.10, ele possui o seguinte conteúdo em /etc/host.conf :

# The "order" line is only used by old versions of the C library.
order hosts,bind
multi on

Você pode reverter sua configuração para esta.

Você tem muitas linhas definidas em /etc/apt/sources.list e em arquivos em /etc/apt/sources.list.d/official-package-repositories.list . Exclua as linhas em um dos arquivos ... e somente em um deles. Ou descubra se a sintaxe correta deve ser.

/etc/apt/sources.list e os arquivos em /etc/apt/sources.list.d configuram quais repositórios o Ubuntu instala e atualiza os pacotes.
