Eu acho que sua lista de pacotes gerenciadores e cache está obsoleta.

Você está usando xenial , um dos pacotes que você está tentando acessar é o libpam-systemd , que seu gerenciador de pacotes tenta buscar aqui:

Qual servidor responde a você com um erro 404, o que significa que ele não existe.
