Por que o mariadb não permite que usuários normais do ubuntu entrem no mysql como usuário root do mysql?

Eu também tentei ERRO 1698 (28000): Acesso negado para o usuário 'root' @ 'localhost' no Ubuntu 18.04 mas falhou?
