Por enquanto, se você quiser usar o ubuntugis ppa com o Ubuntu 18.04, você precisará usar o repo unstable , não o estável. Remova (ou comente) as entradas para o repositório estável (provavelmente em /etc/apt/sources.list.d/ubuntugis-ubuntu-ppa-bionic.list ) e execute o seguinte (conforme o wiki ubuntugis ):

sudo add-apt-repository ppa:ubuntugis/ubuntugis-unstable
sudo apt-get update
