video / gif em todos os navegadores e media players desde 18/04

Question

Na outra semana, instalei o 18.04 Budgie no meu Lenovo T430 e experimentei um atraso significativo de vídeo (mas não de áudio) entre o Opera, o Chrome, o Chromium e o VLC para vídeos incorporados, bem como para .GIFs. Se eu mantiver o mouse sobre o vídeo, ele reduz o congelamento, mas isso não o impede. Não estou tendo esse problema em meu desktop ou computador com smart TV que instalei com a mesma imagem USB.
