Estou executando o Ubuntu 18.04 LTS e não consigo instalar a partir de novos PPAs. Isso me dá um erro 404 toda vez que tento atualizar as listas de pacotes.

Eu não reativei repositórios após uma atualização de distro, eu não digitei incorretamente o nome do repositório, e o repositório obviamente existe em link
Como corrijo isso?
O apt-get update em sua pergunta declara que gnome-shell-extensions/ppa não tem pacotes para o Ubuntu 18.04 LTS Bionic Beaver.
Você deve simplesmente desativar este repositório com
sudo add-apt-repository -r ppa:gnome-shell-extensions/ppa
E continue a usar apt como de costume.
