Estou usando um Odroid XU4 com seu módulo WiFi USB 4 e a distribuição oficial do Odroid no Ubuntu 16.04.
Se eu digitar sudo rfkill unblock wifi
em um terminal, tudo funciona bem, mas pretendo que essa máquina seja executada sem cabeça e sem restrições, portanto, isso não é uma solução.
Eu também já tentei adicionar o comando unblock como um serviço e para /etc/rc.local. Nem funcionou.

Até onde eu sei, o XU4 não possui um switch de hardware para desabilitar o WiFi.
