Você pode tentar estas etapas:
Isso remove mysql-server do seu sistema.
apt-get autoremove mysql-server
Verifique se você ainda tem mysql instalado.
mysql -V
Isto instala o mysql-server
apt-get install mysql-server
Se você ainda tiver problemas, comece com
apt-get install -f
Se ainda assim não funcionar, tente:
dpkg-reconfigure mysql-server
