Depois de atualizar a versão do Ubuntu de 14.04 LTS para 16.04 LTS, tudo funciona bem.
Não consigo usar o Wi-Fi no Dell Latitude 3470 no Ubuntu 14.04. De longe, eu nem mesmo consigo varrer a possível lista do Wifi, mas outros dispositivos podem fazer a varredura.

Sugiro que você tente atualizar o firmware. Do terminal:

Reinicie e seu wireless deve estar funcionando.
Parece haver um bug antigo com o driver 14.04 e ath10k. Isso ainda não foi corrigido nos repositórios principais. Primeiro tente a sugestão do chili555. Se isso não funcionar, revise o relatório do bug e tente a correção lá. Resumidamente, o trabalho de correção de erros é:

Você verá comentários meus no relatório de erros entre # 88 e # 93. O desenvolvedor aponta que estar no HWE (Hardware Enablement Stack) poderia ter corrigido automaticamente o problema no Ubuntu 16.04. Eu não tenho certeza sobre o Ubuntu 14.04.
Do meu ponto de vista, o problema com o HWE é que ele atualiza automaticamente os kernels para Metldown e Specter que causaram problemas para muitas pessoas:

A saída de comando de: sudo lshw -class network
mostra a placa Wifi da sua rede como "desativada". Na animação abaixo, o mesmo modelo de cartão é inicialmente mostrado como desativado. Em seguida, no menu da bandeja do sistema, o ícone Rede é clicado. No menu suspenso, a opção "Ativar WiFi" é clicada. Então, lshw
é executado novamente e a placa Wi-Fi não está mais desativada:
