Encontrou a solução, o VirtualBox tem uma ferramenta para criar o arquivo .vdi de .img:
VBoxManage convertfromraw image.img virtual_disk.vdi
Eu fiz o download de uma imagem de disco usada para um jogo de guerra organizado por faixa, mas não consigo imaginar como criar uma máquina virtual a partir desta imagem. Estou usando o VirtualBox, mas poderia usar outra ferramenta se fosse mais fácil

Burn the image to a dvd or mount the img, and then boot from it.
Agora você pode instalá-lo em uma VM do VirtualBox. Siga os passos no link abaixo.

Eu usei o IMGtoISO e fiquei satisfeito com ele. É grátis e fácil de usar. Além disso, o formato ISO é mais compatível com mais aplicativos.
