Solução leve para bloquear conexões de saída de um aplicativo específico?

Desde percebi Firewall do Windows XP não pode bloquear o tráfego de saída , eu preciso de uma solução leve para bloquear um aplicativo específico.
Algo parecido com o "pequeno pomo" no OSX seria ótimo, mas não consigo encontrar uma alternativa.
Eu realmente quero evitar executar um alarme de zona de firewall inchado para fazer exatamente isso, então talvez haja soluções mais leves em torno de ...

Isso seria o mais leve possível (pegada de memória de ambos os programas: cerca de 5 MB):

Eu uso em um dos meus PCs e parece OK. Não é tão bom (na minha opinião) quanto o antigo Sygate Personal Firewall, mas isso está incluído no Norton Internet Security da Symantec, que dificilmente conta como leve.
