O primeiro passo é cortar as ferramentas "intermediárias" e trabalhar com comandos que são invocados em seu nome:

Acabei de ter o mesmo problema e encontrei um arquivo /etc/apt/sources.list atualizado que diferia do anterior, pois ele usava link em vez de us.archive.ubuntu.com/ubuntu. Quando substituí o mais novo arquivo sources.list pelo antigo, o upgrade do apt-get funcionou.
Você precisará ajustar seu arquivo sources.list e, em seguida, executar sudo apt-get update then sudo apt-get upgrade .
As reivindicações de ignore são porque você ainda pode ter um domínio atual listado como us.archive.ubuntu.com
Apenas certifique-se em /etc/apt/sources.list você tem http://old.releases.ubuntu.com para todos os repositórios.
